Symptom
SMS doesn't work when I have a temporary local phone number or when my phone number is pending port process.

Answer
When a temporary number is assigned to a user in 8x8 Admin Console, the SMS feature is cannot be provisioned for that user until the number port-in process has completed.
Once the port-in process is complete, SMS will work with the new port-in number.
