Symptom
SMS doesn't work when I have a temporary local phone number or when my phone number is pending port process.

Answer
When a temporary number is assigned to a user license (X2 and above), the SMS feature is not provisioned for that user until the port-in process has completed.
Once the port-in process is completed, SMS will work with the new port-in number.
